About Us
For generations of Victorians, Blue Light Discos have provided safe, drug- and alcohol-free environments for young people in partnership with Victoria Police and emergency services. This early work established Blue Light Victoria’s (BLV) long-standing role in prevention, trust-building and community safety.
Over five decades, BLV has evolved into a specialist youth organisation delivering structured early intervention and prevention programs for young people aged 10 to 21 at critical points in their lives. We work with young people from diverse backgrounds, abilities and life experiences, sustained positive behavioural and attitudinal change.
Informed by young people and grounded in evidence, we design and deliver programs in schools and local communities that strengthen engagement, reduce risk factors for offending, and build protective factors that last. Our approach is practical, structured and outcomes-focused — helping young people to stay connected to education, develop social and emotional capability, and build constructive relationships with police, emergency services and the broader community.
With 50 years of trusted delivery and strong cross-sector partnerships, we combine credibility with innovation to respond to the contemporary challenges facing young people across metropolitan, regional and rural Victoria.
At Blue Light we make a difference – differently.
BLV programs are shaped by young people and grounded in evidence. We focus on three key areas:
- Experiential learning that builds confidence, leadership and practical skills
- Social and emotional development that strengthens wellbeing and resilience
- Positive connection between young people, police, emergency services and the broader community
Our work helps young people stay engaged in education, strengthens their wellbeing, and see themselves as valued contributors to their communities. The result is safer neighbourhoods, stronger public trust, and long-term social and economic benefit.
When young people thrive, communities are safer and more connected.
Our programs are tailored across developmental stages:
- Primary school – designed for students with leadership potential, and those who are keen to meaningfully engage with their community and peers beyond the classroom setting.
- Secondary school – supporting students experiencing challenges at home and school, including disengagement, poor school attendance, risk taking behaviour or social and emotional challenges.
- TAFE – focused on young people at risk of disengaging from vocational training due to disrupted education pathways, life pressures or social and emotional challenges.
Our Vision
Inspire, Engage and Equip young people to be their best self.
Our Mission
To design, develop and deliver programs, activities, and initiatives for young people between the ages of 10-21 years that:

- Strengthen relationships between young people and key Blue Light Victoria partners including Victoria Police, emergency services and other key stakeholders.
Diversity, equity, and inclusion
We have a strong commitment to diversity, equity and inclusion and view these elements as essential to fulfilling our vision and mission.
In keeping with our core values of connection, growth, innovation and respect, we continue to listen to, learn from and embrace the differences and perspectives of young people, partners, and the communities that we work with.
We are committed to embracing diversity and eliminating all forms of discrimination in the provision of our services. We welcome all people irrespective of ethnicity, lifestyle choice, faith, sexual orientation, and gender identity.
