How Police Are Involved in Blue Light Victoria Programs

A clear, safe and community‑focused partnership.

Blue Light Victoria works in partnership with Victoria Police and other emergency services to support young people through early‑intervention, prevention and community connection programs.

Police involvement is a defining part of our history and our model — but it is not about law enforcement. It is about building trust, breaking down barriers and creating positive, safe interactions between young people and the adults who help keep communities safe.

What police involvement looks like

Police members who participate in Blue Light Victoria programs:

  • Act as positive role models, mentors and activity leaders
  • Support program delivery alongside qualified youth workers, teachers and community volunteers
  • Take part in structured activities such as fitness sessions, leadership activities, community events and school‑based programs
  • Engage with young people in non‑enforcement, non‑operational settings

Police do not attend Blue Light programs to investigate, question or monitor young people. Their role is relational, supportive and preventative.

What police do not do at Blue Light programs

To be clear, police involved in Blue Light Victoria programs:

  • ❌ Do not conduct policing operations
  • ❌ Do not gather intelligence or personal information
  • ❌ Do not discipline, question or profile young people
  • ❌ Do not access school or program records for policing purposes

All activities are designed around youth safety, consent and wellbeing.

Why police partnerships matter

Positive early interactions with police and emergency services can:

  • Reduce fear and misunderstanding
  • Increase young people’s confidence to seek help when they need it
  • Strengthen community trust and connection
  • Support prevention and diversion before problems escalate

For many young people, Blue Light programs may be the first positive interaction they have had with police — and those experiences can shape attitudes for life.

Trauma informed and youth centred practice

Blue Light Victoria recognises that not all young people have had positive experiences with authority figures, including police.

That’s why our programs are:

  • Trauma‑informed and youth‑centred
  • Delivered with clear boundaries and expectations
  • Supported by youth workers, educators and trained volunteers
  • Adapted to meet the needs of diverse communities

We actively work to ensure programs feel safe, respectful and inclusive for all participants.

Child safety, consent and safeguards

The safety and wellbeing of young people is our highest priority.

Blue Light Victoria has strong safeguards in place, including:

  • Child Safe Standards–aligned policies and procedures.
  • Working With Children Checks and appropriate screening for all staff and volunteers.
  • Clear codes of conduct for police, staff and volunteers.
  • Supervision by trained adults at all times
  • Informed consent processes for schools, parents and carers.

Young people are never required to disclose personal information, and participation is always voluntary.

Choice, consent and alternatives

Participation in Blue Light Victoria programs is voluntary.

If a young person or family is uncomfortable with police involvement, we encourage open conversations with schools or program coordinators about:

  • Program suitability
  • Alternative activities or supports
  • Referrals to other youth or clinical services where appropriate

How Blue Light fits alongside other supports

Blue Light Victoria focuses on prevention, connection and community engagement.

We are not a clinical mental health service. If a young person needs therapeutic or crisis support, we help connect families and schools to appropriate services such as youth mental health providers, counsellors or local support organisations.

Blue Light Victoria works alongside — not instead of — other youth and mental health services.
