Blue Light Victoria delivers structured, evidence-informed prevention and early-intervention programs that support young people to stay engaged, build resilience and reduce risk of escalation into the youth justice system.
We work with schools and communities across Victoria providing practical programs that strengthen protective factors at the critical stages where disengagement and risk-taking behaviours can intensify.
Our focus is simple: intervene early, build capability, and keep young people engaged and on track.
Why Our Programs Matter
Early intervention is one of the most effective ways to improve long-term outcomes for young people and reduce downstream social and economic costs.
Every year, thousands of young people participate in Blue Light programs that are designed to:
Strengthen connection to school, peers and community
Equip young people with life skills, resilience and confidence
Support healthy decision-making and positive engagement
Foster trusted relationships with adults, peers and community services
Our approach is grounded in research and our programs independently evaluated to ensure our programs are meaningful and effective.
School-Based Programs
Our school-based programs support young people to build resilience, confidence and positive decision-making skills in a safe and supportive learning environment.
Programs include:
- Blue EDGE (Educate, Develop, Grow, Empower) — an early-intervention program combining physical activity, life-skills development and mentoring
DASH (Dynamic, Active, Safey, Healthy) — a program focused on engagement, confidence and constructive participation
CoRE (Connected, Resilient, Engaged) — a strengths-based program supporting respectful relationships, improved engagement and positive community connection.
- Frontline — Frontline is an interactive, full-day early intervention program that helps young people explore what safety means in their lives, their choices, and their communities.
Other tailored school partnerships designed to respond to local needs
School programs are delivered in collaboration with educators, youth workers and community facilitators and are often used as preventative or early-support options.

Community and Early-Intervention Programs
Our community-based programs provide additional support for young people who may benefit from more personalised, individual support outside the classroom.
Positive Pathways (1:1 Program) is an individualised early-intervention program that supports young people to:
Build confidence and self-belief
Strengthen decision-making and life skills
Develop positive pathways forward through structured one-on-one support
Positive Pathways is designed to complement school-based supports and works alongside families, schools and community services.
How Our Programs Are Delivered
Across all program areas, Blue Light Victoria programs are:
Early-intervention and prevention-focused
Trauma-informed and youth-centred
- Evidence-informed and independently evaluated
Delivered by trained facilitators, educators, volunteers and police and emergency services members
Designed to build positive relationships, connection and long-term outcomes
Where police and emergency services are involved, they participate in a preventative, non-enforcement capacity, strengthening trust, improving perceptions and building positive community connection.
